Client Challenge

Supporting the Department of the Interior’s IT Strategic Plan, the Bureau of Reclamation sought to provide world-class enterprise operations based on the industry standard IT Infrastructure Library, or ITIL. The Bureau solicited proposals from leading firms in industry to develop a structured IT service management (ITSM) approach as well as a roadmap and implementation plan. DOI awarded Windward this contract due to the combination of Windward’s past experience, knowledge of the latest ITIL v3 best practices, knowledge of mixed technology environments and overall value to the Bureau.

IT Solution

To provide an effective roadmap and implementation plan, Windward engaged in a three step approach of information collection and analysis, gap analysis and finally roadmap development. First, Windward evaluated all aspect’s of the Bureau’s management of IT services, including its steering process, organizational structure, human resource development, ITSM processes and automation technology.

With the aggregation of this data, Windward compared the state of these areas against the requirements for achieving strategic plan objectives. In a thorough gap analysis, Windward provided an assessment of how the Bureau rates in areas critical to its success.

Finally, Windward delivered a 3-year strategic roadmap that identified specific actions and investments to achieve objectives in an integrated fashion. With this plan, the Bureau is taking real steps towards enabling structured, manageable and repeatable processes.
